Was this the machine upon which Mencken composed the Millard Fillmore/Bathtub hoax? Perhaps. It was used prior to 1930.

The upper rail includes numbers. You have to hit the shift key to type them.
What does a newspaper reporter need with numbers?
I suspect it had more to do with what was available on a typewriter of the day.
